Set Up Google Ads Conversion Tracking for Forms
"How do I set up conversion tracking for form submissions in Google Ads?" This is the single most important thing to get right before you spend another euro on ads. Without it, Google is essentially flying blind, it has no idea which clicks actually turn into enquiries, so it can't optimise your budget towards the people who book jobs with you. Here's how to set it up properly, in plain English, with the current 2026 process.
Why this matters more than any other setting
Google Ads uses conversion data to decide who to show your ads to and how much to bid for each click. If you're not tracking form submissions accurately, you're giving Google no useful signal, which means it will often keep spending on clicks that never turn into enquiries. Get this wrong and every other setting in your account, budgets, bidding, keywords, is built on sand.
The good news: for a typical local service business with a simple enquiry form, this is a 20 to 30 minute job if your website already has a clear "thank you" page. If it doesn't, it's still doable, just with one extra step.
Method 1: the thank-you page method (simplest, works for most of you)
This is the easiest approach and the right starting point for most plumbers, dentists, physios and similar businesses. It relies on your form redirecting to a dedicated "thank you" or "success" page after someone submits, for example yourwebsite.com/thank-you.
- In Google Ads: go to Goals, then Conversions, then click the plus button and choose "Website".
- Google will ask for your site URL and check whether the Google tag (the small tracking snippet) is already installed. If not, you'll get a snippet to add to your site, or your web developer can add it for you in a few minutes.
- Choose the conversion action type, in most cases this will be "Submit lead form" or simply "Contact".
- Set the counting method to "One" per click. This stops Google counting someone who accidentally refreshes the thank-you page as two enquiries.
- Set a value if you can, even a rough average job value like €500, as this helps Google's bidding understand which leads are worth more.
- Choose your conversion window. 30 days is the default and works for most trades, but if your service has a longer decision time (say a kitchen fitter or a coach selling a package), 60 or 90 days is more realistic.
- Google will then ask you to confirm the thank-you page URL so it knows exactly when to count a conversion.
Once it's live, submit a test enquiry yourself. Status usually moves from "Unverified" to "Recording conversions" within a few hours, sometimes up to 24. If it's still stuck after a day, something is misconfigured rather than just slow.
Method 2: Google Tag Manager (better if your form doesn't redirect)
Plenty of modern website forms, especially anything built with a plugin or a booking widget, submit without sending the visitor to a new URL. If that's you, the thank-you page method won't work because there's no new page load to detect.
Instead, you use Google Tag Manager (GTM), a free tool that lets you fire tracking "events" based on specific actions, like a form submission, without needing a developer every time you want to change something. The process:
- Set up a GTM container on your site (your developer can do this in minutes if it's not there already).
- Create a "Form Submission" trigger, which listens for the exact moment the form is successfully sent.
- Create a Google Ads conversion tag that fires on that trigger.
- Test it using GTM's Preview mode and Google's Tag Assistant tool before publishing.
GTM is also worth setting up if you want to track phone calls, WhatsApp clicks, or multiple forms across your site, since it centralises everything in one place rather than having tracking code scattered across your pages.
Enhanced conversions: the 2026 update you should know about
Google has been rolling out "Enhanced Conversions," a feature that improves tracking accuracy by matching hashed (securely encrypted) customer data, like the email address someone typed into your form, to signed-in Google accounts. This recovers conversions that would otherwise be lost to cookie blocking, ad blockers and privacy browser settings.
As of mid-2026, Google merged what used to be two separate settings, "Enhanced Conversions for web" and "Enhanced Conversions for leads," into a single on/off toggle under Goals, Settings. If you're setting this up fresh, it's one switch to turn on rather than two separate processes.
Google's own published figures suggest Enhanced Conversions can recover an extra 5 to 17 percent of conversions that standard tracking would otherwise miss. For a business spending €1,000 or more a month on ads, this isn't optional tinkering, it's a meaningful chunk of leads you'd otherwise never see in your reports, even though the enquiry still landed in your inbox.
Common mistakes that quietly wreck your data
- Counting every form submission as an ad conversion. If your thank-you page trigger fires for all visitors, including people who found you organically or came from social, your Google Ads numbers will look better than they really are. Check this isn't happening by comparing conversion counts against actual enquiries in your inbox.
- Setting the counting method to "Every" instead of "One". Use "Every" for purchases, but "One" for enquiry forms, otherwise a double-click or page refresh inflates your numbers.
- Marking every micro-action as a primary conversion. If you track newsletter signups, PDF downloads and genuine enquiry forms all as equally important "primary" conversions, Google's bidding gets confused about what you actually want more of. Keep one primary conversion action (the enquiry form) and mark anything else as secondary.
- Ignoring Consent Mode. If you have a cookie banner (you should, under GDPR rules), make sure Consent Mode v2 is correctly configured. Without it, visitors who decline cookies simply vanish from your data instead of being partially recovered through Google's modelling.

Three simple checks, run these after any setup or change:
- Submit a genuine test enquiry yourself and confirm the conversion appears in Google Ads within 24 to 48 hours.
- Compare the conversion count in Google Ads against your actual inbox or CRM count over a two-week period. They should be within about 10 percent of each other, bigger gaps point to a tracking problem.
- Check the conversion action's status page in Google Ads. In 2026 Google renamed some of the old status labels, so you may now see "Misconfigured," "Awaiting conversions" or "Removed" rather than the older "Inactive" wording. Worth knowing so you're not confused by outdated help articles.
The honest trade-off
